Have your say on moped and motorcycle training, testing and licensing

The Driver and Vehicle Standards Agency (DVSA) wants your views on possible changes to moped and motorcycle training, testing and licensing.

With motorcycle fatalities rising, and industry bodies calling the current system too complex and costly, do you support reform of motorcycle training and licensing, and what changes would you like to see to make it clearer, more affordable, and safer for motorcyclists on rural and urban roads?

The possible changes will affect England, Scotland and Wales for driving licence categories:

  • mopeds (AM)
  • motorcycles (A1, A2, and A)

This consultation will allow stakeholders to provide views on a variety of potential approaches and explores potential legislative changes to make training adaptable, seeking input on incentives that could encourage safer riding practices and broader licence uptake.

All are invited to share views on proposed reforms and suggest additional measures to support safer motorcycling across Great Britain.

This consultation is being held on gov.uk and will be open until 31 March 2026.
